Subject: [PATCH] fix: serve static files from public/ before server.js
 catch-all

- API routes (/api/*) still go to server.js
- All other routes serve from /public/ directory
- Fixes privacy.html, tos.html, manifest.json, robots.txt, sitemap.xml, og-image.svg
