chore: Update GitHub Actions versions in test workflow to latest

Removed stale @aws-crypto packages and bumped multiple dependencies
including: @tsdown/css, @types/node, @vitest/coverage-v8, postcss,
tailwindcss, tsdown, vitest, and various AWS SDK packages to their
latest versions.
